How it works
To arrange bunker supply for a vessel calling at Singapore, send the vessel name and IMO number, ETA, required delivery window, fuel grade, specification and quantity to a bunker trader or broker. They obtain offers from MPA-licensed physical suppliers, confirm the stem in writing, and coordinate the nomination with the supplier and vessel agent.
Singapore is the world’s largest bunkering port, and it is also one of the most tightly regulated. Every physical delivery in the Port of Singapore is made by a bunker supplier and bunker craft operator licensed by the Maritime and Port Authority of Singapore (MPA). Licensed suppliers must hold a certified quality management system under Singapore Standard SS 524, and custody transfer of marine fuel oil and distillates to ocean-going vessels is measured by mass flow meter under SS 648.
SingaporeBunker.com sits on the commercial side of that system. We work as a bunker trader, broker and coordinator: we take your requirement, approach suitable licensed physical suppliers, compare and negotiate offers, and keep the supplier, the vessel, the agent and your operations team aligned until the bunker delivery note is signed. We do not present ourselves as a physical supplier, and we never quote a grade, quantity or delivery window that a licensed supplier has not confirmed.

From enquiry to delivery
A typical stem moves through six stages. Our job is to keep each one moving and to make sure nothing agreed at the commercial stage is lost by the time the bunker tanker comes alongside.
01
You send vessel, ETA, location, grade, specification and quantity. We check for gaps before going to market.
02
Suitable licensed physical suppliers are approached. Offers are compared on a like-for-like basis, not on headline price alone.
03
You confirm in writing. The stem is nominated to the supplier with the agreed delivery window and terms.
04
ETA, anchorage or berth and contacts are aligned with the vessel agent, the supplier and the vessel.
05
The licensed bunker tanker delivers. Quantity is measured by mass flow meter, samples are drawn, and the electronic bunker delivery note (e-BDN) is issued.
06
Documents are checked, and any survey, laboratory testing or quantity questions are followed up promptly.
Marine fuels
Conventional grades are traded daily in Singapore. Biofuel blends, LNG and methanol depend on licensed supplier capability and scheduling, so those enquiries are confirmed case by case. See all marine fuels.

Why work with a trader and broker
Procurement teams buying in Singapore are rarely short of offers. What they need is a counterpart who understands the voyage, reads the charter party requirements correctly and can turn an enquiry into a confirmed stem without surprises at delivery.
Our enquiries come from shipowners and ship managers buying for their own fleets, time charterers responsible for bunkers under the charter party, vessel operators managing tight port rotations, and international bunker traders who need a Singapore-side counterpart to source and coordinate physical delivery. See bunker trading and brokerage for how each relationship works.

Use the bunker quotation form on this website. It captures everything a supplier needs to price a stem, and it accepts more than one fuel grade in a single enquiry. For short-notice requirements, use the urgent bunker enquiry page so the request is flagged as urgent.

Yes, we can coordinate urgent enquiries and check supplier availability at short notice. Availability depends on grade, quantity, barge schedules and port conditions, so we confirm what is achievable before you commit rather than promising a delivery time in advance.
Yes. We can arrange an independent bunker surveyor to witness the delivery and sampling, and coordinate testing of samples by an independent laboratory against ISO 8217. We coordinate these services; we do not operate a laboratory ourselves.
