Marine Biofuel Blend Bunkering in Singapore

B24, B30 and other FAME blends with VLSFO or MGO, sourced from licensed suppliers with biofuel capability and specified under ISO 8217:2024 where required.

What are marine biofuel blends?

Marine biofuel blends are conventional marine fuels mixed with a bio-component, most commonly FAME (fatty acid methyl ester) made from waste feedstocks such as used cooking oil. A B24 blend contains about 24% FAME by volume, typically with VLSFO; B30 contains about 30%. They are “drop-in” fuels that most vessels can use without engine modification.

Singapore has become one of the main biofuel bunkering hubs. The MPA reported around 880,000 tonnes of bio-blends sold in 2024, and from 7 March 2025 raised the permitted biofuel blend carriage limit on conventional bunker tankers from 25% to 30%, which made B30 deliveries far easier to schedule. Higher blends need tankers approved to carry them.

Not every licensed supplier offers biofuel, and not every blend ratio is available on every date. A biofuel enquiry is therefore always a sourcing enquiry first: we confirm which suppliers can deliver the blend, the base fuel, the FAME feedstock and the sustainability documentation before anything is offered.

Specifications

Specifications for biofuel blends

ISO 8217:2024 is the first edition of the marine fuel standard to bring FAME blends into scope, with bio-residual grades for blends with residual fuel and bio-distillate grades for blends with distillate, up to 100% FAME. Where a fuel is 100% FAME, the FAME should also meet EN 14214 or ASTM D6751. Under ISO 8217:2017, distillate fuels were limited to a small FAME content, so a blend bought “to ISO 8217:2017” needs the FAME exception agreed in writing.

What to specify

  • Blend ratio, for example B24 or B30, and the base fuel (VLSFO, HSFO or MGO)
  • ISO 8217 edition and grade, for example a 2024 bio-residual grade
  • FAME feedstock and any exclusions
  • Sustainability certification required, such as ISCC EU or ISCC PLUS, and the Proof of Sustainability (PoS)
  • Lower calorific value and GHG intensity data needed for reporting

Vessel applications

Why vessels bunker biofuel blends

Regulatory GHG targets

Owners and operators using bio-blends towards FuelEU Maritime, EU ETS or IMO carbon intensity obligations.

Customer commitments

Cargo owners and liner customers asking for lower-carbon transport on specific services.

Trials and fleet programmes

Vessels testing blends before wider adoption, with documented results.

Operational considerations

Handling and operational considerations

Oxidation and storage

FAME is less oxidation-stable than fossil fuel and its properties can change during long storage. Plan to consume biofuel blends within a reasonable period and avoid leaving them in tanks for extended times.

Water and microbial growth

FAME attracts water, which can support microbial growth. Keep tanks clean, drain water regularly and monitor filters.

Cold flow

FAME can raise cloud and pour points. Check cold flow properties against the vessel’s heating capability and route.

Compatibility and approvals

Confirm the engine maker’s position on FAME content, check compatibility with fuel already on board, and record the use of biofuel in line with flag State guidance.

Procurement & delivery

Buying biofuel blends in Singapore

Procurement considerations

  • Allow more lead time than for conventional grades.
  • Agree the documentation pack upfront: BDN with blend details, PoS, and any GHG data.
  • Confirm how the price is built: base fuel plus a bio premium, or an all-in blend price.

Delivery coordination

Blends are delivered by licensed bunker tankers within the MPA carriage limits, with metered quantity and an e-BDN. We confirm the supplier’s blending point, the tanker and the documents before you confirm.

Sampling and testing

Testing should cover FAME content, oxidation stability, acid number and water in addition to standard parameters. We can arrange independent laboratory testing against the relevant ISO 8217:2024 grade.

How to request a biofuel quotation

Use the bunker quotation form, select the biofuel blend option and give the blend ratio, base fuel and certification needed in special instructions. See also ISO 8217 explained.

Marine biofuel FAQs

What is B24 bunker fuel?

B24 is a blend of about 24% FAME biofuel with 76% conventional marine fuel, usually VLSFO. It is one of the most common biofuel blends supplied in Singapore, alongside B30.

Can any vessel burn a biofuel blend?

Most vessels can burn FAME blends without modification, but you should confirm the engine maker’s approval, check compatibility with fuel on board and plan for FAME’s storage characteristics.

Are biofuel blends always available in Singapore?

No. Biofuel is offered by a subset of licensed suppliers, and blend ratios depend on product availability and barge scheduling. Every enquiry is confirmed case by case.

What documents come with a biofuel delivery?

The bunker delivery note shows the blend, and the supplier provides sustainability documentation such as an ISCC Proof of Sustainability where agreed. Agree the document set before confirmation.
