How Emergency Bunker Procurement Works

Short answer: emergency bunker procurement compresses the normal steps into hours. The buyer sends the essentials (vessel, IMO, ETA, location, grade, quantity), the trader or broker checks which licensed suppliers can schedule a bunker tanker in time, a written offer is accepted quickly, and the stem is nominated with the agent and vessel informed straight away.

Why urgent stems happen

  • Voyage orders change and the vessel is diverted to Singapore.
  • A charterer change leaves bunkers unarranged.
  • A quality problem means the vessel needs fresh fuel.
  • The vessel arrives earlier than planned.
  • Consumption ran higher than forecast.

What decides whether it can be done

At short notice, availability matters more than price. The deciding factors are:

  • Barge schedules: each bunker tanker has a programme. A supplier can only commit if a suitable tanker can be fitted in.
  • Grade: VLSFO, HSFO 380 and MGO are offered by many suppliers. Niche grades, biofuel blends and alternative fuels are harder at short notice.
  • Quantity: very large or very small quantities can limit options.
  • Location and timing: distance to the anchorage or berth, time of day and port conditions.
  • Credit: the buyer must be credit-approved by the supplier, which takes time for a new buyer.

How to make an urgent stem workable

  1. Send everything at once: vessel name, IMO, ETA, location, grade, specification and quantity in the first message.
  2. Be flexible where you can: a wider window or a quantity tolerance increases the options.
  3. Confirm quickly: short-notice offers have short validity.
  4. Keep the ETA updated: a barge slot can be lost if the vessel is late and nobody tells the supplier.
  5. Brief the agent: the agent needs the supplier details to plan the port call.

Costs to expect

Short-notice stems may carry a higher price or extra charges, such as overtime or out-of-hours delivery charges. Waiting time and cancellation charges may apply if the vessel is late or the stem is cancelled. These should appear in the written offer before you confirm.

What not to compromise

Urgency is not a reason to skip the basics. Check that the grade and specification match the vessel’s needs, that the supplier is licensed, and that sampling is done properly. Fuel bought in a hurry still has to be burned safely.

Frequently asked questions

Can a bunker supplier guarantee same-day delivery?

Only once it has confirmed a bunker tanker slot. Before then, any promise of a delivery time is unsupported. A trader or broker checks availability and puts the confirmed window in the offer.

What is the most important detail in an urgent bunker enquiry?

An accurate ETA, together with the grade, quantity and location. Without them, a supplier cannot check barge availability.
